Well guess what, they know what consequences fit the crime. Kids will often choose harsher punishments than you would. 

Have a family meeting and set offense levels and punishment levels. 

Put the lists up on a wall or inside of a cabinet door where everybody can see them. Refer to the lists when an offense is committed. This helps kids to own their behavior and you don’t have to say anything. Simply ask them to choose their Consequence(s). Feel free to call regular family meetings to talk about the lists and revise as necessary.

An example of the crime, talking back would be a Level one offense and your child could pick from the level one punishments like no screen time for a week.
